The tool-kit for ATM occurrence investigations is a web-based application that enables users to report, investigate and take corrective actions following incidents and accidents, known as ‘occurrences’.

TOKAI is a one-stop-shop, meeting legal obligations to report and investigate occurrences, and providing a number of statistical functions ideal for reporting, thus making it the central tool within any ANSP Safety Management System (SMS).

Once a safety occurrence has happened, a notification report must be filled in. This report triggers the investigation process: gathering of facts, analysis, conclusions and recommendations. Thanks to TOKAI, air navigation service providers manage the entire air traffic safety incident investigation process, from notification, investigation, storage to analysis and reporting, both internally and externally.

TOKAI enables users to replace many legacy systems, starting with paper forms, in order to adopt modern electronic tools. It is suitable for use in operational, engineering and support environments.

Usage options

There are currently more than 60 ANSPs (10 of which are located outside Europe) using TOKAI but no two installations, two templates or reports are alike. This proves how flexible TOKAI is in allowing users to customise it.

We offer two solutions:

  • a solution hosted at EUROCONTROL
    Small- to medium-sized ANSPs usually opt for this, allowing them to save on administration costs and to use the tool as an online service. There are no administration costs for European users and we charge an annual fee for other users.
  • full software package
    This is the preferred option for larger ANSPs who have the infrastructure and labour to maintain the TOKAI at their own site.

Users

The application has a user-management system and allows any user in an organisation to be allocated to a specific role, such as investigator, viewer, administrator, reporter, etc.

There is a large degree of flexibility in defining these roles and there is practically no limit to drawing up the reporting and investigation templates. People fill in these templates with their data, which are then stored in a database. Investigators can then use this information to make further statistical analyses and create periodic or individual reports. These reports can be sent to management, exchanged with the State authority or with a partnering ANSP.

Access

The tool is available to any ECAC ANSP upon signing a licence and service level (SLA) and a non-disclosure agreement (NDA).

Users from  EUROCONTROL member states can access the tool for free. All others are subject to an annual fee.
