Our Role
The Global Air Navigation Plan (GANP) is the ICAO’s highest air navigation strategic document and the plan to drive the evolution of the global air navigation system, in line with the Global Air Traffic Management Operational Concept and the Manual on Air Traffic Management System Requirements. Developed in collaboration with and for the benefit of stakeholders, the GANP is a key contributor to the achievement of ICAO’s Strategic Objectives.
The GANP’s Aviation System Block Upgrades (ASBU) Elements methodology is a programmatic and flexible global system’s engineering approach that allows all Member States to advance their Air Navigation capacities based on their specific operational requirements.
EUROCONTROL is instrumental in supporting ICAO as it monitors the status of implementation of the ASBU Elements (Block 0 and Block 1) in the entire EUR Region. This is performed through the use of the LSSIP+ process (for the States part of the LSSIP+ mechanism) and a dedicated “LSSIP like” questionnaire for the other States part of the EUR Region.
By using the EUROCONTROL LSSIP+ process, it is ensured that there is no duplication of reporting activities and that the workload associated with the reporting by the States is minimised.
The outcome of this activity directly supports ICAO EUR PIRG (Planning and Implementation Regional Groups), the EASPG (European Aviation System Planning Group).
This joint EUROCONTROL – ICAO activity makes the ICAO EUR Region the only one among the ICAO Regions to have a robust, methodical and comprehensive reporting and monitoring of the implementation of the ASBU Elements.

ICAO EUR States - reference period 2024
This edition of the Report, based on the 7th Edition of the GANP, summarises the implementation of 78 Block 0 and Block 1 ASBU Elements within 54 out of the 55 States of the ICAO EUR Region and indicates what has been achieved so far, together with the future prospects for implementation in accordance with the planning dates reported by States.
Moreover, for the first time ever, this edition of ASBU Monitoring Report has integrated information from the Location of an Aircraft in Distress Repository (LADR), a core component of ICAO’s Global Aeronautical Distress and Safety System (GADSS), developed and hosted by EUROCONTROL on behalf of ICAO.
