U.S./Europe comparison of air navigation services (ANS) cost-efficiency trends between 2002-2011

This report of the Performance Review Commission compares trends in Air Navigation Services (ANS) provision costs in Europe and the United States of America (US) between 2002 and 2011.

The analysis presented in this paper focuses on the costs of air traffic management communications, navigation and surveillance provision and not the revenue or funding of these services. There is a fundamental difference in how ATM/CNS provision is funded across the two sides of the Atlantic. European Air Navigation Service Providers (ANSPs) are primarily funded by specific route and terminal ANS charges paid by the users of the airspace. In contrast, the FAA is partially funded by the trust fund and partially funded by Congressional appropriations.
