Review of the most penalising Area Control Centers in 2025

cover page

The independent Performance Review Commission (PRC) has just released its review of the most penalising Area Control Centers (ACCs) in Europe in 2025.

The objective of this technical report is to provide a more detailed assessment of the most constraining ACCs identified in the PRR 2025 but also to take a closer look at one of the most constraining ACC in 2024 (Budapest) which managed to improve its performance significantly in 2025.

About the report

The assessment covers key capacity-related aspects, including capacity planning, ATFM delay, traffic throughput, sector capacity, applicable regulations, deployed sector-hours, and staffing levels (FTE ATCOs in OPS).

The results were then shared with the relevant service providers, along with targeted questions derived from the analysis. This step aimed to validate findings, clarify data, and ensure a shared understanding of performance patterns, as well as to gather information on planned corrective actions.

The report includes the analytical assessment, the questions raised, and the service providers’ responses, including their planned improvements, ensuring full transparency and traceability of the process and results.

For a detailed analysis of the most penalising ACCs in 2025, see the full report.
