A Vision for the Integrated Data Layer

The Network Integrated Data Layer (iDL) Concept of Operations (CONOPS) delineates a pioneering strategy for the effective management and utilisation of aeronautical data within the European Aviation Network. Formulated by EUROCONTROL NM, this concept is integral to the Integrated Network Management (iNM) Programme, aimed at enhancing digital and technological capabilities to facilitate superior collaboration among Network stakeholders by 2029.

Key Objectives

The primary objective of the iDL is to enable a fully digitalised European Aviation Network by establishing an integrated component for ATM/AIM data. This initiative will encompass cooperative processes for the creation, management, and dissemination of this data, empowered by cutting-edge tools and technologies and the merging of the eEAD and CACD components. The iDL will provide a comprehensive and consistent view of environmental data for Network operations, accessible to all relevant stakeholders through unified human-machine (B2C) and system-to-system (B2B) interfaces.

Operational Scope

The iDL will cover an extensive range of data, including aeronautical, airport, meteorological, and other pertinent ATM/AIM data. Its services will include:

  • Data elaboration services for data providers to create, update, process, integrate and deliver iDL data;
  • Data provision services to deliver ATM/AIM data to consumers;
  • Collaborative processes to ensure data unicity, consistency and quality.

The transition to the iDL will be conducted in a phased approach, ensuring business continuity and alignment with existing regulations and requirements. The initial deliverables are expected by 2025, with full implementation projected for 2029.

The Network iDL CONOPS 2.1 represents a comprehensive strategy to revolutionise data management and operations within the European Aviation Network, fostering a more integrated, efficient, and collaborative environment for all stakeholders.
