Guidelines for the Coordination and Transfer of Control in ATC

One of the critical elements contributing to efficiency of the European ATM network is the harmonized and seamless provision of ATC service across various ATC units along the path of flights. Of particular importance is the availability of operational and technical solutions to ensure continuous, unhindered progress of flights across the areas of responsibility of various ATC units, i.e., transfer of control.

This Guidelines help to optimize and harmonise the processes, procedures and support tools adopted by ANSPs, states and regulators for coordination and transfer of control so that throughput at the interfaces between adjacent ATS units does not represent an obstacle to the efficient flow of air traffic.

Optimum application of transfer of control without prior coordination i.e., silent transfer (STOC), as well as reduction of agreed minimum horizontal separation between aircraft in STOC towards the distance equal to the largest of the separation minima applied in ATC units concerned, as far as practicable, contributes to improved interface throughput, reduction of speed control and vectoring, delays and consequently improvement of the network overall efficiency and sustainability.
