This document addresses the requirements set forth in the Commission Implementing Regulation (EU) 2019/123 of 24 January 2019 laying down detailed rules for the implementation of air traffic management (ATM) network functions an repealing Commission Regulation (EU) No 677/2011 and supplemented by the requirements set forth in the Commission Implementing Regulation (EU) 2019/317 of 11 February 2019 laying down a performance and charging scheme in the single European sky and repealing Implementing regulation (EU) No 390/2013 and (EU) no 391/2013. The European Route Network Improvement Plan (ERNIP) is a plan developed by the Network Manager in coordination with the operational stakeholders. It includes the result of Network Manager’s operational activities with respect to short and medium-term route network design in accordance with the Network Strategy Plan.
The objective of the ERNIP Part 2 - ARN Version 2024 - 2030 is the enhancement of European ATM capacity, flight efficiency and environmental performance through the development and implementation of an improved ATS route network, Free Route Airspace and TMA systems structures supported by corresponding improvements to the airspace structure and the optimal utilisation rules.
The ERNIP Part 2 - ARN Version 2024 - 2030 provides a network-consolidated picture of network and local/FAB projects and the evaluation of their expected performance in response to the European network performance targets and local environment reference values. As a result of those evaluations it can be derived that the performance targets of the 3rd Reference Period of the Single European Sky Performance Scheme (RP3) will be met if the proposed NM measures will be implemented and if further improvements take place with respect to flight planning.
The ERNIP Part 2 - ARN Version 2024 - 2030 also represents in its entirety the contribution of all the operational stakeholders to the development and implementation of the Airspace Restructuring Programme.
