EUROCONTROL standards play a critical role in ensuring safe, harmonised, and interoperable aviation operations across Europe and globally. These standards establish common operational and technical requirements, recommendations, and best practices that support efficient Air Traffic Management (ATM), foster innovation, and enable an open and competitive aviation market.
EUROCONTROL develops two main types of standards: Specifications, which define formal operational and technical requirements, and Guidelines, which provide implementation support and best practices. Both are created through an inclusive and transparent process involving experts from EUROCONTROL, Member States, air navigation service providers, industry stakeholders, and military representatives.
The standards are developed in response to operational needs arising from ICAO publications, EU regulations, EASA rules, and aviation deployment activities. They focus on areas where EUROCONTROL has recognised expertise, including ATM operations, civil-military interoperability, airport integration, communications, navigation and surveillance (CNS), digitalisation, information management, sustainability and safety.
EUROCONTROL standards are widely used by civil and military aviation organisations, airport operators, airspace users, manufacturers and regulatory authorities. Although voluntary in nature, they may serve as acceptable means of compliance when referenced by competent authorities such as EASA. Several EUROCONTROL standards are also recognised internationally and referenced by ICAO.
The standards development process follows internationally recognised principles of governance, transparency, openness, consensus, effectiveness and coherence. All standards are publicly available free of charge and are periodically reviewed to remain aligned with evolving aviation needs and technologies.
Through close coordination with European and international standardisation bodies such as EUROCAE, ETSI, ICAO and EU coordination groups, EUROCONTROL ensures that its standards complement broader aviation standardisation efforts and contribute to a safer, more efficient and interoperable global aviation system.
