EUROCONTROL Specification for the Initial Flight Plan (IFPL)

This document provides details of procedures and requirements applicable to the provision and processing of Flight Plans in the pre-flight phase.

In particular it prescribes measures to ensure, via the IFPS, the consistency of Flight Plan data held and maintained by Aircraft Operators (and their nominated representatives), the ATFCM system and ATS Units.

This document specifies a means of compliance to Regulation (EC) No 1033/2006 as amended by Commission Implementing Regulation (EU) 2018/139.

Edition 1.3 of this EUROCONTROL Specification has been recognised as a Community specification (CS) after a positive opinion of the Single Sky Committee and after publication of the specification’s reference in the Official Journal of the European Union.

What's new

The updated Specification primarily addresses the decommissioning of the Repetitive Flight Plan (RPL) system, aligns with the latest IFPS procedures and references the latest editions (24.1 and 24.0) of the IFPS and ATFCM Users Manuals. In addition, this Specification also takes into account the repeal of the SES interoperability Regulation by the EASA Basic Regulation.
