EUROCONTROL Network Manager Annual Report 2025

cover

The EUROCONTROL Network Manager Annual Report presents an overview of network performance and the delivery of the Network Manager's responsibilities in 2025.

In 2025, the European aviation network reached a significant milestone as traffic exceeded pre-pandemic levels, with an average of more than 30,000 flights per day and growth observed across all major market segments. At the same time, the network continued to operate in a challenging environment characterised by the closure of Ukrainian airspace, heightened military activity, geopolitical tensions in neighbouring regions, capacity constraints in parts of the network, and increasingly disruptive weather events. Despite these challenges, operational performance improved compared with 2024 through strong collaboration between operational stakeholders and the Network Manager.

Throughout the year, the Network Manager continued to devote considerable effort to delivering the network functions and tasks in 2025. Through close cooperation with operational stakeholders, substantial progress was achieved in improving network performance and resilience. Safety targets were achieved, delays were reduced, punctuality improved and airspace optimisation continued. At the same time, NM advanced key strategic initiatives, including the deployment of the integrated Network Manager (iNM) programme, the evolution of CNS infrastructure, the implementation of Capacity and Weather Based Operations (CWBO), enhanced crisis management capabilities and closer integration with SESAR deployment activities. The first actions required under SES2+ were also initiated, helping prepare the future evolution of the European aviation network.

The NM Annual Report 2025 provides information on budgetary matters, investments, expenditure and revenues, network performance and the activities of the NM per function, including network:

  • monitoring, reporting and information sharing;
  • planning;
  • operations;
  • crisis management;
  • infrastructure, systems and digital transformation;
  • safety.

The report also highlights progress on network modernisation, digitalisation, sustainability, resilience, SES2+ implementation and the strategic priorities that will shape the future development of the European aviation network.
