EUROCONTROL Flash Briefing Week 26

EUROCONTROL Flash Briefings provide you with an update on how the network is performing during the busy summer season. 

For Week 26 (23-29 June 2025):

Traffic: 34,821 daily flights, up +0.5% vs the previous week, +2% vs 2024, and 98% of pre-pandemic 2019 levels. Traffic gradually shifting back to normal routings, especially for flights by Gulf carriers.

Air traffic flow management (ATFM) delays: Averaged 3.6 minutes per flight — a 29% increase from the previous week, and 54% lower than in 2024. A total of 52,951 flights were delayed by ATFM restrictions in Week 26, an average of 7,564 flights a day and 22% of all flights.

Arrival punctuality was 71%, 13 percentage points higher than last year, but 3 percentage points lower than Week 25.

Network hot spots:

  • France (32% of all delays in the network): Hit by staff shortages, lack of delivery (Network Operations Plan – NOP – commitments) and capacity issues that are expected to persist in the coming weeks, compounded by adverse weather.
  • Germany (16% of all delays in the network): Hit mostly by weather and some capacity issues.
  • Spain (10% of all delays in the network): Hit by capacity issues and high traffic demand.

Middle East crisis:

  • Delays due to the crisis kept under control despite more complexity and a significant increase in flights on the South-East Axis; excellent collaboration has continued with all operational stakeholders.
  • On 23 June 2025 between 1600-1900 UTC: Closure of Qatar, Bahrain, Kuwait and parts of UAE airspace, resulting in significant diversions but no other impact on the European network.
  • As from 24 June 2025: Gradual reopening of airspace in Jordan, Syria, Iraq and Iran; Gradual resumption of flights to/from Tel Aviv mainly by Israeli-based carriers and followed by other aircraft operators as from 25 June 2025.
  • As from 25 June 2025: Gradual resumption of flights through Iraqi airspace, mainly by Gulf and Turkish operators. 
  • As from 28-29 June 2025: Gradual resumption of flights through parts of Iranian airspace, mainly by Gulf and Turkish operators.
  • EACCC (European Aviation Crisis Coordination Cell) deactivated on 30 June 2025 at 0932 UTC; EASA CZIBs (Conflict Zone Information Bulletins) still active.
  • Traffic in the Middle East is gradually returning to more normal routes, except for EU and USA carriers, which are still avoiding Iranian and Iraqi airspace.

Network Operations Plan (NOP) Delivery: 

  • With 4.1% year-to-date traffic growth, en-route ATFM delay so far is 16% below 2024 performance, with excellent delivery by all air navigation service providers (ANSPs) in South-East Europe, Central Europe, Italy and Switzerland, with further reductions to expected delays in Germany. 
  • Most ANSPs are delivering the agreed capacity; however, Marseille and Reims ACCs in particular are not providing the planned capacity (Marseille 120K and Reims 52K minutes delay).

Actions to be taken: Bordeaux, Brest and Reims ACCs will need to revise their plans to align with the NOP for the upcoming weeks.

Airports: Actions with Dublin, Lisbon and Athens to address insufficient delivery against schedule capacity are closed; discussions with Paris Charles de Gaulle (CDG) are ongoing.
