EUROCONTROL Flash Briefing Week 25

EUROCONTROL Flash Briefings provide you with an update on how the network is performing during the busy summer season. 

For Week 25 (16-22 June 2025):

Traffic: 34,643 daily flights, up +0.2% vs the previous week, +2% vs 2024, and 99% of pre-pandemic 2019 levels. Traffic impacted by the crisis in the Middle East, with traffic growth of 10% in South-East Europe, more than in 2024.

Air traffic flow management (ATFM) delays: Averaged 2.8 minutes per flight – a 13% decrease from the previous week, and 39% lower than in 2024. A total of 43,720 flights were delayed by ATFM restrictions in Week 25, an average of 6,246 flights a day, and 18% of all flights. 

Arrival Punctuality: Down slightly vs Week 24 to 74%, but better by more than 9 percentage points than last year. 

Network Hot Spots:

  • France (40% of all delays in the network): Hit by staff shortages and capacity issues that are expected to persist in the coming weeks, compounded by adverse weather.
  • Greece (14% of all delays in the network): Impacted by the Middle East crisis and staffing issues.
  • Spain (12% of all delays in the network): Hit by capacity issues and adverse weather.

Middle East Crisis:

  • Delays due to the crisis as from Friday 13 June have been kept under control despite more traffic complexity and a significant increase in flights on the South-East Axis due to re-routed traffic; excellent collaboration has been noted among all operational stakeholders.
  • Close coordination between EUROCONTROL as the Network Manager, Egypt, Cyprus and Greece on the Middle East crisis with additional measures implemented.
  • Further measures are under discussion to ensure the use of available capacity in Bulgaria, Romania and Hungary.
  • 1,800 flights to/from Europe impacted: approximately 800 flights cancelled and around 1,000 flights re-routed via Egypt/Cyprus and then through South-East and Central Europe, with a significant impact on the distribution of traffic demand.
  • Compared to the previous week, additional flight cancellations for European and US carriers have been noted to destinations in the Gulf area.
  • European Aviation Crisis Coordination Cell activation has been maintained to enable mobilisation of additional actions and resources in the network.

Network Operations Plan (NOP) Delivery: 

  • With 4.2% year-to-date traffic growth, en-route ATFM delay so far is 2% below 2024 performance, with excellent delivery by all air navigation service providers (ANSPs) in South-East Europe, Central Europe, Italy and Switzerland, with further delay reductions in Germany.
  • Most ANSPs are delivering the agreed capacity; however, in particular Marseille and Reims Area Control Centres (ACCs) are not providing the planned capacity (Marseille 104K and Reims 37K minutes delay). 

Actions to be taken: Bordeaux, Brest and Reims ACCs will need to revise their plans to align with the NOP for the coming weeks.

Airports: Ongoing discussions with Dublin, Lisbon, Athens and Paris Charles de Gaulle (CDG) airports to address insufficient delivery against schedule capacity.
