EUROCONTROL Flash Briefing Week 24

EUROCONTROL Flash Briefings provide you with an update on how the network is performing during the busy summer season. 

For Week 24 (9-15 June 2025):

Traffic: 34,565 daily flights, up +1.0% vs the previous week, +2% vs 2024, and 99% of pre-pandemic 2019 levels. Traffic impacted by crisis in the Middle East with traffic growth of 10% and more than in 2024 in some areas in South-East Europe.

ATFM Delays: Averaged 3.2 minutes per flight, a 22% rise from the previous week; 1% lower than in 2024. 45,241 flights were delayed by air traffic flow management (ATFM) restrictions in Week 24, an average of 6,463 flights a day and 19% of all flights. 

Arrival Punctuality: Down slightly vs Week 23 to 75% but better by more than 7 percentage points than last year. 

Network Hot Spots:
•   France (42% of all delays in the network): Hit by staff shortages and capacity issues that are expected to persist in the coming weeks, compounded by adverse weather.
•    Germany (18% of all delays in the network): Weather and staffing impacted throughput.
•    Spain (9% of all delays in the network): Hit by capacity issues and adverse weather.

Middle East Crisis – as from Friday, 13 June 2025

  • 1,800 flights to/from Europe impacted on 13 June with 650 flights cancelled and around 1,000 flights re-routed via Egypt/Cyprus, and then through South-East and Central Europe with a significant impact on the distribution of traffic demand.
  • Operational coordination was activated through the European Aviation Crisis Coordination Cell and the Directors of Operations (air navigation service providers (ANSPs), airlines, airports, etc.) on Friday, 13 June 2025, to enable the mobilisation of additional actions and resources in the network.
  • Delays due to the crisis in the Middle East are being kept under control despite the significant traffic increase in South-East Europe. Excellent collaboration has been noted among all operational stakeholders.

Network Operations Plan (NOP) Delivery: 

  • With 4.4% traffic growth year-to-date, the en-route ATFM delay year-to-date is 10% above 2024, with most of the increase resulting from staffing issues at the beginning of the year. 
  • Sevilla, Athens, Makedonia, Belgrade and Karlsruhe ACCs have made updates to enhance their capacity delivery. Improvements in staffing and capacity performance compared to 2024 were seen in the last week for the following ACCs/UACs: Budapest, Karlsruhe, Warsaw, Zagreb, Milano, Padova and Roma. 
  • Most ANSPs are delivering the agreed capacity; however, in particular in Marseille and Reims ACCs, the planned capacity is not being provided (Marseille 100K and Reims 51K minutes delay). 

Actions to be taken: Bordeaux, Brest, Reims ACCs will need to revise their plans to align with the NOP for the upcoming weeks.
