EIPAR, the EUROCONTROL Implementation Plan and Report, provides consolidated planning and reporting information for all monitored Implementation Objectives for the 41 European Civil Aviation Conference (ECAC) States plus Israel, Morocco and EUROCONTROL’s Maastricht Upper Area Control Centre (MUAC).

The information contained within EIPAR used to be found in the ATM Master Plan (MP) Level 3 Plan, which has in the meantime been strengthened and simplified, with implementation planning and monitoring activities now captured as of 2024 in EIPAR.

Implementation planning, monitoring and reporting will continue to use the LSSIP+ process and ESSIP Implementation Objectives mechanism, and planned and monitored through the annual LSSIP Monitoring Cycle as before.

The first 2024 EIPAR edition builds on the Master Plan Level 3 Implementation Plan and Report 2023.

It is based on the ATM MP, ICAO’s Global Air Navigation Plan (GANP), the SESAR Deployment Programme (SDP), the EUROCONTROL Network Manager’s Network Strategy Plan (NSP), and the Single European Sky (SES) Interoperability Regulations.

It provides an accurate pan-European picture of the status of implementation, focusing on the technologies that have an impact on the European network and at the various stakeholders’ implementation sites.

EIPAR 2024 was reviewed through NM’s Network Directors of Operations (NDOP) and Directors of Technology (NDTECH )consultation process in July 2024, with the proposed set of new and modified Implementation Objectives endorsed by EUROCONTROL’s Provisional Council by correspondence in October 2024.

EIPAR Technical Annex

The EIPAR technical annex supports ATM stakeholders in terms of technical and operational implementation by providing a set of detailed engineering views for each Implementation Objective.
