This charter outlines a shared protocol for Communication Service Providers (CSPs), Air Navigation Service Providers (ANSPs), and the Network Manager (NM) to more effectively manage both unplanned outages and scheduled maintenance activities.
As a key deliverable of the Datalink Summer 2025 Readiness Campaign, the charter aims to strengthen the resilience of the European datalink network.
Key principles include:
- Stronger outage transparency and notification protocols between CSPs, ANSPs and NM.
- Strict scheduling windows for planned maintenance (preferably between 00:00–04:00 UTC).
- Commitments to real-time detection, reporting, and resolution, particularly for critical network components such as ATN AGRs and routers.
- Defined roles and responsibilities for the Network Manager in coordinating incident response and monitoring compliance across the network.
- Agreed mechanisms for issuing Root Cause Analysis and service restoration updates.
Developed in close collaboration with key stakeholders - including SITA, Collins Aerospace, ESSP, ENAV, and several core ANSPs - the charter will be applicable from summer 2025 onwards and will evolve in line with operational demands.
By formalising a shared approach, this charter strengthens our collective ability to detect, communicate, and respond to outages - ensuring datalink continuity even under challenging conditions.
