Consultation - Draft EUROCONTROL Specifications for Surface Movement Awareness System (SMAS) Services

As required by the EUROCONTROL Regulatory and Advisory Framework (ERAF), this draft Specifications is now being submitted to formal stakeholder consultation until 16 January 2026 using the mechanisms of the EUROCONTROL Standards Development Process.

The formal consultation enables all states, stakeholders and interested parties to express their formal views on the draft EUROCONTROL Specification.

The purpose of the specification is to define the services provided by a Surface Movement Awareness System (SMAS), which aims to enhance situational awareness and safety in airport surface operations.

It describes two core services:

  • Surveillance Service: This is the foundational service and the minimum required for implementation. It enables automated situational awareness by displaying the identification, position, and tracking of cooperative mobiles within a predefined coverage volume on a Human Machine Interface (HMI).
  • Alerting Service: Building upon the Surveillance Service, this component provides automated alerts to Air Traffic Controllers, Apron Controllers, and Aerodrome Flight Information Service Officers. These alerts are designed to support operational decision-making and improve safety.

The draft Specification submitted to consultation can be found below. The submission of responses and comments to this consultation is solely supported by the Standards Development Consultation On-line Platform.
