Benefits of Free Route Airspace implementation in Europe

The independent Performance Review Commission (PRC) of EUROCONTROL and the Performance Review Body (PRB), supporting the European Commission (EC) in implementing the Single European Sky performance scheme, have engaged in regular exchanges, to foster a mutual understanding of their respective work programmes and to identify areas of common interest. Building on this collaboration, experts from both bodies have conducted a joint study to better understand the actual benefits of Free Route Airspace (FRA) in Europe and to identify any operational challenges or barriers limiting its effectiveness.

The continued implementation of Free Route Airspace (FRA) across Europe over the past years has been an enabler for improved flight efficiency as it provides airlines with a more flexible environment to file optimised flight plans.

According to the European ATM Master Plan and relevant EC Regulations, constant FRA implementation with cross-border dimension and connectivity to Terminal Manoeuvring Areas (TMAs) is required by 31 December 2025.

This joint report presents a qualitative analysis of flight trajectories, complemented by a stakeholder survey to capture direct feedback. While the findings confirm improvements in flight efficiency and fuel savings resulting from FRA implementation, the study also identifies areas requiring further attention. These include the need for broader cross-border FRA integration, the continued use of airspace restrictions, and the increased complexity in flight planning.
