The 7th meeting of ICAO's EASPG (European Aviation System Planning Group), which met in Paris between 24 and 27 November 2025, has unanimously endorsed the 11th edition of the ICAO ASBU Implementation Monitoring Report (reference year 2024), jointly developed by EUROCONTROL and the ICAO EUR/NAT Office.
This edition of the Report, based on the 7th Edition of the GANP (Global Air Navigation Plan), summarises the implementation of 78 Block 0 and Block 1 ASBU Elements within 54 out of the 55 States of the ICAO EUR Region and indicates what has been achieved so far, together with the future prospects for implementation in accordance with the planning dates reported by States. Its findings confirm the steady progress of ICAO's Global Air Navigation Plan implementation all across the EUR region.
Thanks to the contributions of all involved stakeholders within the Region, the coverage of the ASBU Implementation Monitoring Report has substantially improved over the years, growing from the monitoring of 70 out of 87 Elements for the reference year in 2020, to 78 out of 83 Elements for 2024
Moreover, for the first time ever, this edition of ASBU Monitoring Report has integrated information from the Location of an Aircraft in Distress Repository (LADR), a core component of ICAO’s Global Aeronautical Distress and Safety System (GADSS), developed and hosted by EUROCONTROL on behalf of ICAO.
This new edition of the Report is not only another testimony of the excellent collaboration between EUROCONTROL and ICAO but also another recognition of EUROCONTROL’s LSSIP+ process as the instrument of choice for the monitoring of ATM modernisation activities in the ECAC area and beyond.
