Air traffic management cost-effectiveness (ACE) benchmarking report for 2006

This is the sixth report based on mandatory information disclosure provided by 36 air navigation services providers (ANSPs) to the EUROCONTROL Performance Review Commission (PRC).

This report comprises data and analysis on cost-effectiveness and productivity for 36 ANSPs for the year 2006, including a trend analysis for the years 2002-2006.

The scope of the report is both en-route and terminal navigation services.

The focus is on ATM/CNS provision costs as these costs are under the direct control of the ANSP.

The report uses a framework to analyse cost-effectiveness through three key performance drivers (productivity, employment costs and support costs).

The report also compares productivity for 67 ACCs in the light of traffic complexity characteristics.

Finally, the report analyses forward-looking information (2007-2011), inferring on future ANSP cost-effectiveness performance.
