Air traffic management cost-effectiveness (ACE) benchmarking report for 2005

This is the fifth report based on mandatory information disclosure provided by 35 air navigation services providers (ANSPs) to the EUROCONTROL Performance Review Commission (PRC).

This report comprises data and analysis on cost-effectiveness and productivity for 35 ANSPs for the year 2005, including a trend analysis for the years 2002-2005.

The scope of the report is both en-route and terminal navigation services. The focus is on ATM/CNS provision costs as these costs are under the direct control of the ANSP. The report comprises a framework for the analysis of cost-effectiveness, highlighting 3 key performance drivers (productivity, employment costs and support costs). The report also compares productivity for 66 ACCs taking into account traffic complexity characteristics. Finally, the report analyses forward-looking information (2006-2010), inferring on future ANSP cost-effectiveness performance.
