M-NAV confides the billing and collection of terminal charges to EUROCONTROL

Ohrid, The former Yugoslav Republic of Macedonia – The Air Navigation Service Provider of The former Yugoslav Republic of Macedonia – M-NAV – becomes the seventeenth organisation to conclude a bilateral agreement with EUROCONTROL, the European Organisation for the Safety of Air Navigation, for the calculation, billing, accounting, and collection of terminal charges at its airports.

The agreement was signed by M-NAV’s CEO, Mr. Zivko Poposki, together with Mr. Nikolet Tagarinski, Director of Air Navigation Services, and Mr. Migjen Salmani, Director of Finance and Legal Division and by EUROCONTROL’s Director General, Mr. Frank Brenner.

Mr. Poposki emphasised that for M-NAV: “By delegating the billing and collection of terminal charges to CRCO of EUROCONTROL, M-NAV expects to improve the efficiency and economic rationale of this process. Following positive experience with the billing and collection of en-route charges, and the excellent cooperation with Network Manager in the other operational areas of EUROCONTROL as well, M-NAV decided to confide this task to EUROCONTROL. We are convinced that with this step, we are further extending the excellent links built between EUROCONTROL and M-NAV.  We are extremely honoured to welcome Mr. Brenner in Ohrid, the city known as ‘the Slavic Jerusalem’.”

On the EUROCONTROL side, Mr. Brenner praised the agreement: “I am delighted that M-NAV has decided to entrust EUROCONTROL’s Central Route Charge Office (CRCO), which offers a first-class service in managing a complete package of valuable services in calculation, billing, accounting and collection of terminal charges. This is the second such agreement achieved this year, and confirms that States and their Air Navigation Service Providers regard CRCO’s service as being extremely economically advantageous for them. Extending the billing and collection of en-route charges to include terminal charges is extremely beneficial for airspace users as it reduces administrative processes and cost. M-NAV demonstrates that this additional service makes sound economic sense, and strengthens the relationship between both parties.”

CRCO bills and collects route charges for 43 States (comprising 39 EUROCONTROL Member States as well as four bilateral agreements relating to air navigation charges with four non-Member States, namely Belarus, Uzbekistan, Morocco and Egypt). This new agreement with M-NAV brings the number of bilateral agreements with States for terminal charges up to 17.

With an increasingly widening scope, and extremely high levels of productivity, the CRCO is able to achieve considerable economies of scale, keeping its administrative fees for the collection of route and terminal charges competitively low. The CRCO processes annually over 10.8 million flight messages and bills a total of €8.9 billion in air navigation charges (2015 figures), and boasts a recovery rate of over 99% thanks to the solid cooperation it enjoys with States, air navigation service providers and airspace users.
