Leading digital transformation in air traffic management
Faced with the challenge of providing ATM infrastructure capacity and sufficient scalability to allow for sustainable growth in aviation over the next decades, the EUROCONTROL Network Manager is about to carry out a digital transformation.
A new mandate – a new system
At the beginning of its renewed European Commission mandate, 2020-2029, the EUROCONTROL Network Manager (NM) will start developing a new, scalable IT system. Although the EUROCONTROL NM has a long tradition of providing reliable air traffic management services, the systems now in use need to be modernised to meet today’s and tomorrow’s performance targets.
The development and deployment phases will be carried out incrementally - and all our usual services will be delivered without interruption. The first major delivery of the new system will take place in 2023.
The digital transformation programme – integrated Network Management, or iNM - will feature advanced capabilities and new services supporting operational concepts’ evolution over the next decades through:
- enterprise architecture;
- agile development;
- artificial intelligence and machine learning;
- big data and data analytics;
- probability modelling;
- predictive analysis;
- cloud solutions;
- scalable systems;
- cyber resilience.
iNM solutions will also display fresh innovation and creativity rather than simply improve the system’s current elements.
The transition to iNM will be carried out in close collaboration with all the EUROCONTROL Network Manager’s stakeholders. Development will be incremental as we progressively replace the old systems and make the solutions resilient and sustainable.
iNM launch
The iNM programme was presented at a meeting of EUROCONTROL’s Provisional Council on 28 November 2019. Approved by the Provisional Council, the programme will deliver iNM over a 10-year investment programme (2020 – 2029).
A Call for Tender will be published at the beginning of 2020 and the contract will be awarded by the end of 2020.

iNM Industry Day
So as to provide information to potential bidders, an iNM Industry Day will be held on Friday 06 December 2019 at EUROCONTROL’s headquarters in the Europa Meeting Room. It will begin at 14.00 and end at 17.30.
