The Network Operations Portal (NOP) is a collaboration application that enables the EUROCONTROL Network Manager’s (NM) operational stakeholders to interact and collaborate with our Network Manager Operations Centre (NMOC). The main purpose of the portal is to improve stakeholder collaboration and performance by:

  • facilitating the real-time monitoring of the status of traffic, airspace and air traffic flow and capacity management (ATFM) measures;
  • identifying bottlenecks and the reasons behind them;
  • optimising the use of available air traffic management (ATM) capacity through collaborative planning of pan-European operations from the strategic to the tactical phases;
  • assisting NM users with regard to their tactical flow management or calculated take-off time (CTOT) issues;
  • providing easy and quick access to a significant set of information that may be required to operate in the European Network.

The NOP provides the entire aviation community with a continuously updated view of the European ATM network situation through an interactive interface.

We make sure that we show validated information following collaboration processes, allowing a clear understanding of relevant data for real-time operations.

The NOP shows a fully transparent view of the current and expected European air traffic, including:

  • traffic demand and capacity plans,
  • eventual bottlenecks and the ATFM and
  • airspace management (ASM) measures planned in order to counterbalance them.

All this information, combined with access to the various NM tools, helps stakeholders collaborate and perform ATFM operations in the European network.

Access conditions

The Public NOP is freely accessible, while access to the protected NOP is restricted to organisations actively engaged in ATFM operations, airline and airport operations, and related support services. It provides access to services and interfaces based on customer profiles.

Requesting access 

Access to the protected NOP is subject to eligibility, usage conditions and the signing of a NM agreement.

Follow these steps to request access:

  1. Fill out our service request form
    This will enable us to define the access you are eligible for.
  2. Sign a service agreement
    The validation of your request will entail your organisation signing an official agreement with EUROCONTROL for the provision of this access.
  3. Download and install our software
    Once the agreement has been signed, we will send you via email a set of instructions and links to download the software package required to access the relevant service or application, including a software authentication token.
  4. Activate your token
    Once the software has been installed, you need to activate your token by contacting our NM CSO technical helpdesk (see our contact bubble)
  5. Log in
    Congratulations! You can access the tool.

Hours of operations

The NOP is accessible 24 hours a day, seven days a week. We provide technical assistance 24 hours a day, seven days a week for first level support and during office hours for second level support.

Service levels

EUROCONTROL aims at providing high availability levels for the NOP product and it reports regularly to the stakeholder consultative groups concerned. Availability levels do not consider:

  • communication networks used to access the NOP;
  • interruptions due to installation or use of the NOP which does not conform to NM specifications;
  • periods of planned outage and essential maintenance.

EUROCONTROL tries to keep service interruptions to a minimum. When planned maintenance and testing might impact the NOP, EUROCONTROL notifies the user at least 48 hours in advance. In all other cases, it provides such notice as is reasonably practicable.

Fees

The NOP is, in principle, provided free of charge. However, contribution fees are levied to cover part of the cost related to the software authentication device (token).

EUROCONTROL provides up to two tokens per organisation site free of charge. A one-time fee of € 200 is charged for each additional token.

Each token is valid for a minimum of five years to cater for technological, operational or contractual developments. After five years, EUROCONTROL may charge a new contribution fee when renewing the tokens with new technologies.

EUROCONTROL reserves the right to deactivate tokens that have not been used for six months, for efficiency and security reasons. Should you require a new token after its deactivation, you will have to submit a new request via the NM Service request form. The new token will, in this case, be subject to a charge.

New users need to pay their invoices before their token(s) can be activated.
