Strengthening independent oversight: New PRC line-up brings fresh expertise

The Performance Review Commission (PRC) has welcomed a new composition, following a call for candidates that was published in February, bringing renewed expertise in key areas such as safety, environmental sustainability, airport operations, civil-military coordination, and air traffic control.

As an independent body of up to seven renowned experts in air traffic management, safety, and economic regulation, the PRC plays a vital role in delivering objective, transparent assessments of Europe’s air navigation services. It advises EUROCONTROL’s Permanent Commission on performance-related matters and provides recommendations to support continuous improvement across the aviation network.

Supported by performance specialists from EUROCONTROL's Aviation Intelligence unit, the PRC’s work is grounded in independence and transparency. Members are appointed for two-year terms and operate entirely independently of States, organisations, or stakeholders.

This new iteration of the PRC follows the successful term of outgoing Chair Peter Whysall, along with Ismail Hakki Polat and Daniel Weder, whose contributions were instrumental in the previous mandate.

Joining the PRC are:

  • Franck Le Gall – Airports
  • Claudio Luccioli – Safety & Civil-Military Coordination
  • Dr Klaus Meier – Vice-Chair, ATC Operations
  • Jörg Pikolin – ATC Operations & Environment

They will work alongside continuing members:

  • Dr Piotr Ikanowicz – Chair, Airlines
  • José Miguel de Pablo Guerrero – ANSPs & Management
  • Xavier Fron – Economics

Together, this experienced team is set to reinforce the PRC’s mission of driving performance excellence across Europe’s aviation system.
