Strengthening civil-military cooperation in air traffic management

Civil-Military ATM Cooperation Workshop

Over 150 stakeholders from air navigation service providers, civil aviation authorities, the military, airlines, international aviation organisations, and the broader aviation industry attended our Civil-Military ATM Cooperation Workshop. The focus was on the evolution of the mission trajectory concept, which plays a crucial role in ensuring both effective and safe military and civil operations.

The workshop provided an update on the ongoing development of the Mission Trajectory concept within the SESAR MITRANO programme and EUROCONTROL’s efforts to further advance this concept.

Several advanced civil-military solutions are currently being developed to enhance ATM system capacity and aviation efficiency, while also ensuring the success of military missions.

Maj Gen Karsten Stoye, our Head of Civil-Military Coordination, opened the event by emphasising the importance of collaboration between military and civil aviation authorities to safeguard the safety and security of both civil and military ATM systems, particularly in light of the current European geopolitical landscape.

Civil-military cooperation was recognised as essential for identifying how the mission trajectory concept should evolve to address key challenges ahead, including:

  • The growing and increasing complexity of air traffic
  • The integration of new airspace entrants
  • Operational and airspace constraints
  • The introduction of new and emerging operational and technical solutions
  • The coordination of space-based operations monitoring
  • The need for more flexible and dynamic integration of military missions within the future European ATM framework

A mission trajectory is defined for each military operation and agreed upon for every flight, resulting in a trajectory the user commits to follow. In turn, both the air navigation service provider and the airport commit to supporting this trajectory.
