It provides a review and comparison of ATM cost-effectiveness for 38 Air Navigation Service Providers (ANSPs) in Europe, based on their latest economic data submissions (covering the year 2022). This report analyses ANSPs’ performance in a context marked by the traffic recovery following the shock caused by the COVID-19 pandemic. It also presents a new analysis describing the regulatory, institutional, and corporate governance setups in which ANSPs operate.
Performance Review Commission issues its latest ATM Cost-Effectiveness Benchmarking Report
The independent Performance Review Commission (PRC) has published its 22nd ATM Cost-Effectiveness (ACE) Benchmarking Report.
“I am very proud of this new ACE benchmarking report, which provides detailed analysis of changes in ANSPs’ costs, staff numbers and capital expenditure in a context of traffic recovery. The new analysis on the regulatory, institutional, and corporate governance aspects shows interesting findings when considering different regulation regimes and legal statuses. Although interactions are complex and no straightforward relationships emerged at individual ANSP level, the analysis suggests that these factors can create incentives or constraints, which may affect ANSP performance."
Dr Whysall also encouraged all interested stakeholders to use the information publicly available on the ACE website, which offers direct access to all ACE reports, individual ANSP factsheets and an interactive dashboard allowing users to customise presentations based on ACE data.
