On 15 November EUROCONTROL hosted at its Brussels HQ a major Civil-Military CNS (Communication, Navigation and Surveillance) Interoperability Workshop, at which participants called for initiatives related to ATM/CNS infrastructure modernisation to take due account of military requirements and constraints.
The aim of this workshop was to raise awareness among participants regarding the challenges, both European and global, in the field of CNS for the military and other stakeholders. The workshop also aimed to discuss options and opportunities to increase the levels of civil-military CNS interoperability, and to reduce its cost and technical impacts while facilitating military operations and contributing to the higher-level goals of SES and SESAR. The importance that the international aviation community attaches to civil-military CNS interoperability developments was reflected in high levels of participation from the key international organisations as well as national military organisations (Ministries of Defence, Air Forces, the US Department of Defence), air navigation service providers, airport operators, the European aviation and defence industries, and universities.
Presentations by delegates from the International Civil Aviation Organization (ICAO), the European Aviation Safety Agency (EASA), the European Defence Agency (EDA), the SESAR Joint Undertaking (SJU), the SESAR Deployment Manager (SDM), NATO, EUROCONTROL, national military organisations and the defence industry described state-of-the-art technological ATM/CNS developments and put them into a global aviation context. This offered the basis for discussing challenges and opportunities to be reflected in future migration roadmaps on enhanced civil-military CNS interoperability. The participants agreed on a series of areas that require particular attention, including the need for cost-efficient solutions, security and accommodation of non-equipped State aircraft.
The participants acknowledged the CNS evolutionary trends towards digitalisation, automation, connectivity, use of satellite technologies, integration and increasing security and resilience, all of which have given rise to particular challenges related to the deployment of Data Link Services, Performance-Based Navigation, Mode S and ADS-B Surveillance, System Wide Information management (SWIM) and remotely piloted aircraft systems (RPAS), as well as related spectrum and security aspects.
Performance Equivalence was also discussed based on the progress of tripartite activities involving NATO, EUROCONTROL and the EDA which are being conducted in line with the Joint Framework Roadmap, the document agreed by the States which guides Performance Equivalence activities.
The outcome of this workshop will be of the utmost value in promoting the consideration of military requirements in civil ATM/CNS developments where civil-military CNS interoperability is addressed. That includes, in particular, the development of technical guidance, research initiatives, contributions to rulemaking, and support to deployment, as well as the development of special arrangements that will allow the military to comply with performance requirements through other means than the civil side.
