LSSIP+ - Joining forces with the SESAR Deployment Manager to ensure a unified repository for ATM implementation infrastructure reporting

Double reporting between the SESAR Deployment Programme and the European ATM Master Plan Level 3 is firmly a thing of the past, with the EUROCONTROL Network Manager and the SESAR Deployment Manager (SDM) joining forces to ensure a single reporting cycle on implementation progress through “LSSIP+”, an enhanced Local Single Sky ImPlementation process.

The 2021 LSSIP+ Event, the latest edition of the annual review meeting, enjoyed record attendance, with close to 200 stakeholders from 43 States plus European institutions connecting or attending in person on 21 October 2021 to share views on where each one of the ECAC States and EUROCONTROL Comprehensive Agreement States is in terms of implementation progress.

Highlights included an opening speech by EUROCONTROL Director Network Management Iacopo Prissinotti, who praised the new unified planning and monitoring approach that is “critical as we move towards a common goal of implementing a single value chain in aviation”, and an address by Mariagrazia La Piscopia, SDM Chief Strategy & Programme Manager, on the benefits of the new solution to avoid double reporting and ensure CP1/SESAR Deployment Programme monitoring.

Despite the catastrophic effects of the COVID-19 pandemic on aviation, participants noted that implementation progress has proven steady, with advances in implementation recorded all across the ECAC area, with NewPENS (the New pan-European Network Service, the ultra-resilient IP-based infrastructure for exchanging critical and common aeronautical information reliably, securely, safely and cost-efficiently) as the top performer. In 2020, 21 more States implemented NewPENS in 2020, bringing the total of States having implemented successfully to 28 out of 43 planned.

The event looked also at what's new for the LSSIP+ 2021 cycle; reviewed progress on the European ATM Master Plan Level 3 and on its 2020 Implementation Plan and Progress Report; and considered recent developments, ICAO and NETSYS reporting, and the monitoring tools.

Following this event, a new LSSIP+ monitoring cycle has now started, based on the most recent European ATM Master Plan Level 3 Implementation Plan 2021 and SESAR Deployment Programme.

The results of this reporting exercise will be compiled in a new set of LSSIP documents. Subsequently, a detailed insight into performance is provided at State level. The LSSIP+ mechanism is also used to analyse the consolidated progress in the ECAC States (through the Master Plan Level 3 Progress Report), in the EU States + CH through the SDM Monitoring View, and finally the level of implementation of the Aviation System Block Upgrades at ICAO Europe0level in cooperation with the ICAO Europe and North Atlantic (EUR/NAT) Office.
