EUROCONTROL’s NSA Human Resources Application – the ICAO-endorsed solution for the ANS Oversight Domain is now available worldwide

ICAO has endorsed the EUROCONTROL-developed NSA Human Resources Application (N-HRA) as a suitable solution for CAAs to address staffing and training audit and inspection findings in the Air Navigation Services (ANS) Oversight Domain.

EUROCONTROL’s web-based application provides a common and integrated approach for the planning, monitoring and response to HR issues. The N-HRA can be used to manage:

  • staff planning and monitoring processes,
  • training plans and monitoring processes, as well as,
  • role requirements and competency monitoring processes. 

Furthermore, the N-HRA provides a methodology to determine an ANS Oversight Domain’s staffing requirements for personnel performing safety oversight functions.

The application helps to ensure that staff shortages can be minimised and alleviated. The N-HRA is complementary to the ICAO iSTARS CAA HR Toolkit that can be used to estimate the number of inspectors that States may need for their safety oversight activities.

N-HRA goes global

Currently the application is used and accessible by 24 EUROCONTROL Member States. However, a policy was recently put in place to also provide non-EUROCONTROL States with access to the N-HRA.   

State authorities from around the world can now make use of the web-based application after signing a License Agreement. The tool is not provided free of charge, however, EUROCONTROL offers a free six month trial via an Evaluation License Agreement to those States interested in testing its capabilities.
