Following the first insight into the 2022 cost-effectiveness performance at pan-European ATM system level published in September, this new report provides additional analysis, looking at several cost-effectiveness indicators for individual ANSPs. This is ahead of the publication of the final report, planned for May 2024.
The preliminary data show total ATM/CNS provision costs rising by 3% (+€297 million) in 2022. However, the cost per composite flight hour fell sharply to €470, reflecting the increase in traffic. The number of ATCOs in OPS rose by 2% (+356FTEs) while the total ATM/CNS staff levels decreased by 1% (-473FTEs). Although the level of debt fell by 10% in 2022, short and long-term borrowings still represent nearly three times the amount recorded in 2019.
