DECEA and EUROCONTROL publish fifth Brazil-Europe ANS Performance Comparison Report

DECEA, Brazil’s Department of Airspace Control, and EUROCONTROL have published the 2025 edition of the Brazil-Europe Comparison of Air Navigation System Performance, marking the fifth edition of this long-standing collaborative reporting series. The report was released during Airspace World 2026 in Lisbon, with the support of Lieutenant-Brigadier Sérgio Rodrigues Pereira Bastos Junior, Director General of DECEA, and Dr Piotr Ikanowicz, Chairman of the Performance Review Commission.

Jointly developed by DECEA’s Performance Section and EUROCONTROL’s Performance Review Unit, the report reflects a mature technical partnership built on shared data, harmonised methods and a common commitment to performance-based air navigation management. By placing Brazil and Europe side by side, it helps both regions better understand how different operational environments, airport systems, network structures and traffic patterns shape day-to-day performance.

This edition extends the analysis through 2025, capturing the transition from post-pandemic recovery to a new period of more stable traffic growth. Among other findings it highlights 

  • continued traffic growth in Brazil
  • the return of European traffic towards pre-pandemic levels
  • changing connectivity between Europe and Brazil
  • operational insights from selected study airports.

The report also examines practical operational performance, including punctuality, additional taxi-in and taxi-out time, and additional time in the terminal arrival phase, measured through Arrival Sequencing and Metering Area (ASMA) indicators. These measures provide insight into how traffic demand, airport layout, sequencing and local operating concepts affect the performance experienced by passengers, airlines, airports and air navigation service providers.

The 2025 edition broadens the analytical scope with new work on horizontal flight efficiency and runway slot pressure. These topic studies support deeper technical exchanges between the performance teams of both organisations, and provide a foundation for future comparisons of operational concepts and performance drivers.

Beyond the individual findings, the report demonstrates the practical value of international cooperation in air traffic management performance. By working together on comparable indicators, data preparation, and interpretation, DECEA and EUROCONTROL are contributing to the wider global effort to strengthen the use of harmonised performance information, including in support of ICAO’s Global Air Navigation Plan (GANP) framework.
