The Permanent Commission (CN) is composed of high-level State representatives. It formulates the Organisation’s general policy and is its highest decision-making body. In particular, the CN approves the Agency’s annual budget and the five-year programme, the Contract Regulations of the EUROCONTROL Organisation, the Financial Regulations of the Agency and the Staff Regulations, and is responsible for appointing the Director General. The Permanent Commission also gives a final ruling on the Agency’s annual accounts. For the purposes of the Multilateral Agreement relating to Route Charges of 12 February 1981, the Permanent Commission is called the “enlarged Commission”.
