About the Forum

The EUROCONTROL Network Manager User Forum is the yearly must-attend air traffic management event for aviation's operational community. The 2024 edition took place on 31 January and 1 February 2024 at our Brussels HQ.

Organised under the theme "All together for 2024", our discussions focussed on how we can best manage the European aviation network in 2024.

The event covered:

Session 1: Delivering agreed capacities

This session will provide an overview of:

  • the expected challenges for Summer 2024;
  • the outlook for traffic and capacity; and
  • the main actions that the Network Manager and operational stakeholders will need to take.

We will be examining the impact of the Transition Plans for Major Projects, the need to fully implement the Network Operations Plan commitments and the preparation for major military exercises – as well as reviewing best practices for delivering capacity.

Session 2: Adverse Weather Management

This exciting session will look at the issues for the Network caused by adverse weather. In Summer 2023 some of the most penalizing regulations (in delay terms) were caused by "weather". If we want to improve, we must do something differently – but what? Timelines for regulations, a forecast matrix approach, the "FAA method"– and can technology and AI help? Together with a panel of experts, we will delve into the subject in more detail to find ways of achieving better outcomes!

Session 3: Harmonised operational use of datalink

In this session, we will emphasize the importance of pilots and controllers increasing their use of datalink to support the provision of more airspace capacity in Summer 2024. Designed to boost both safety and productivity through digital messaging between the cockpit and air traffic control, and mandated under EU legislation, we are seeing a growing number of aircraft being equipped. The supporting ground network connections are also nearing completion.

But implementation has not been the smoothest ride, and uptake needs to increase to provide more capacity during the busiest traffic period of the year. Our presenters will share their datalink experience with you – from both pilot and controller perspectives. They will cover its advantages – and what to watch out for in daily usage.

You will also hear about what the plans are for increased digitalisation in the years to come and the increased operational efficiency that the next generation of datalink will bring. But the priority now has to be to implement fully the current generation of datalink!

Session 4: Realistic schedules, including turnaround times

This session will highlight the benefits of setting realistic schedules for smooth operations, from the strategic phase to the day of operations. Some challenges regarding scheduling will be discussed and the potential impact at local and network level will be identified. Best practices will be shared and their positive outcome will be explored.

Session 5: Prioritising first rotation

For this session, we will delve into what difference can be made to the Network by prioritising the first rotation, and how this can be done. Practical examples from Summer 2023, both good and not so good, will help define the issue and the panel discussion will look at what can be practically done to prioritise first departures, allowing for your questions and inputs as we go!

Session 6: Disciplined flight plan execution

In a busy network, disciplined flight plan execution has become increasingly important. Deviations from the expected route (vertically, laterally or in time) increase the volatility of sector loads and can lead to reductions in capacity/increases in delay. On the other hand, such deviations can save time and money for operators in a competitive environment.

In this session, we will explore how we can balance the need for predictability with the demand for flexibility, looking at some of the causes and the impact on the various network stakeholders. A panel discussion and a Q&A session will help to explore these issues and consider possible mitigations.
