The EUROCONTROL Network Manager User Forum is the yearly must-attend air traffic management event for aviation's operational community. Our next edition is scheduled to take place on 2-3 February 2023 at our Brussels HQ, and we hope you will be able to join us.

Running under the theme "Managing the new normal", our discussions will focus on how we can effectively manage the aviation network in a way that contributes to Europe's sustainable economic development - while providing value to the flying public at a time of unprecedented complexity and volatility.

The event will cover:

  • Strategic planning – Implementing the Network Strategy Plan
  • iNM – NM’s digital journey
  • European ATM infrastructure
  • NEW: An "open floor" session fully dedicated to Q&As, giving participants the chance to ask questions relating to any of the topics addressed

About the Forum

Under the theme “Digital Transformation for Sustainable Aviation”, the EUROCONTROL Network Manager's User Forum 2022 brought together European aviation’s operational community at EUROCONROL’s headquarters in Brussels and virtually.

Over two days participants discussed operational solutions under the umbrella of today’s most pressing theme: how to make aviation more sustainable? The Forum was a great chance to see practical examples of how EUROCONTROL’s close collaboration with all operational stakeholders to make flights more efficient, optimally use airspace and measure environmental performance is enabling informed decisions to reduce aviation’s environmental impact.

For the EUROCONTROL Network Manager, digitalisation of air traffic management is the key to unlock the potential for more sustainable air traffic at the Network level, and iNM – the EUROCONTROL programme to modernise NM’s operational systems – is the way forward. iNM will make the EUROCONTROL Network Manager more efficient and thus more sustainable. Taking advantage of the latest technology to provide business continuity and manage an estimated 13.8 million flights by 2030 across the EUROCONTROL network, iNM will ensure that the EUROCONTROL Network Manager continues to optimise its support to aviation – keeping flight delays and environmental impacts to a minimum.

The event also included fascinating sessions on EUROCONTROL’s solutions to real ops problems and our services that improve operations and reduce stakeholders’ costs.

Session 1: A look back at the 2022 network situation

Traffic and complexity are both set to continue to grow in 2023 and beyond. Looking back at 2022, Operations Analysis and Network Manager Operations Centre (NMOC) colleagues will draw lessons learnt with practical feedback to help with the challenges of the year ahead.

This will be followed by a moderated panel discussion featuring airport, airline and air navigation service provider experts, with a particular focus on mutual support and improving Network Predictability.

Session 2: Outlook for 2023

This session will provide an outlook of the expected challenges of Summer 2023, the traffic and capacity outlook, and the main actions that NM and all operational stakeholders will need to take to enable smooth operations. We will be examining the impact of the Transition Plans for Major Projects, as well as of major military exercises, as well as addressing best practices regarding cooperation between the NMOC and operational stakeholders.

Session 3: Strategic planning – Implementing the Network Strategy Plan

This session will address the 'stepped' implementation of the Network Strategy Plan and the associated Network Concept of Operations (ConOps) and Strategic Projects, with particular attention paid to the 4D Trajectory/TBO ConOps. A detailed discussion will concentrate on the implementation of FF-ICE R1, which is mandated by the CP1 IR for December 2025.

Session 4: iNM - a digital journey

iNM, EUROCONTROL’s flagship ‘integrated Network Management’ programme designed to digitally transform its core legacy systems, is an integral part of the "New Normal" for the years ahead, and has two major milestones coming up:

  • 29 November 2024: the start of shadow operations,
  • 15 May 2025: the start of full new eEAD operations as well as deployment of new digital products.

This session will outline the key achievements over the last year, and more details on the planned deliverables coming up. Participants will also be able to engage with the main actors behind the iNM programme and discuss how the programme is organised, from leadership activities to delivery and transformation plans. Finally, this is a unique opportunity to review together how the iNM programme team is working closely with its stakeholders and users at all steps of design and implementation.

Session 5: European ATM infrastructure

If disruption is the new normal, how will our ATM/CNS infrastructure cope? We will be discussing the latest developments aimed at answering this question, which include:

  • Increased digitalisation to secure the sharing of our data and information, as well as to increase scalability and efficiency.​
  • Improved and expanded cybersecurity to protect our systems, as well as using artificial intelligence to assess and adapt our operational responses.​
  • Evolving our infrastructure towards a balance of ground and space-based systems whose performance we monitor closely.
  • New capabilities to detect and respond to disruptions using big data. While some responses to disruption are operational, others are more strategic, targeted at boosting resilience and efficiency, and protecting our valuable radio spectrum.

In our presentation, we will be examining the implications of each of these, and explaining how we are moving towards real-time network performance monitoring in order to support operational decision-making.
