EUROCONTROL, together with the European Defence Agency (EDA), is organising a Discussion Day on Guidance for a Civil-Military Resilient Operational Network (RON) on 22 September 2026 at our Brussels Headquarters.

The development of a civil-military communication, navigation and surveillance (CNS) resilient operational network (RON) is essential to ensure the safe, secure and efficient operation of European airspace. It also supports business continuity and mission readiness under both normal and degraded CNS service conditions.

A civil-military RON should enable effective military operations that safeguard airspace security while also meeting civil aviation requirements for safety, capacity and efficiency. The network must be designed with a strong focus on interoperability, security and resilience, which are now key requirements in addition to established safety considerations.

Objectives of the Discussion Day

This event will provide a dedicated platform for civil and military CNS stakeholders to:

  • gain a shared understanding of the CNS Evolution Plan for the modernisation and optimisation of the European CNS infrastructure;
  • support the development of resilient and reliable CNS infrastructure for cross-border operations;
  • strengthen interoperability between civil and military stakeholders, including dual-use infrastructure and avionics synchronisation.

Expected outcomes

Participants will jointly explore cooperative approaches and interoperable solutions to:

  • identify a civil-military CNS infrastructure that enhances service resilience and supports avionics interdependency;
  • enable effective and timely military air mobility through dual-use infrastructure;
  • ensure that civil aviation requirements for safety, capacity and efficiency are fully met;
  • support national decision-making on the establishment of the RON.
