About ECHO 2

ECHO 2 is a three-year SESAR 3 Joint Undertaking project, coordinated by EUROCONTROL, which is building on research from the initial ECHO project that developed a concept of operations (ConOps) for higher airspace. Specifically, the project will focus on introducing a module on space launch real-time monitoring, and packages covering ground and air-ground operational integration procedures.

In this phase, ECHO 2 focuses on introducing a module for space launch real-time monitoring, as well as packages addressing ground and air–ground operational integration procedures. The project is at the forefront of aviation innovation, targeting the end-to-end integration of new entrants - such as space vehicles, HAPS, supersonic, and hypersonic aircraft - into the EUROCONTROL Network Manager area. Through live flight trials, ECHO 2 aims to enhance air traffic management, ensuring seamless, safe and efficient operations.

This initiative not only supports the growth of modern aviation technologies but also reinforces Europe’s leadership in global aviation progress, paving the way for a future where air and space travel are more integrated than ever.

Objectives

This two-day workshop brought together the higher airspace operations stakeholder community and:

  • presented the ECHO 2 project and share progress to date,
  • engaged in dialogue on European and International developments,
  • explored market evolutions,
  • and discussed future ambitions and expectations in Space Traffic Management, HAPS operations and Supersonic/Hypersonic/Suborbital vehicles.

Solution 2: HAPS – Procedure package for accommodation/integration in ATM

Solution 2 investigates the integration of High-Altitude Platform Systems (HAPS). Split into 2 areas, the first investigates the climb and descent phase of HAPS from ground to the high-altitude airspace through controlled airspace. Therefore WP 2 developed and validated two different solutions: the dynamic and the static 4D zones. In the dissemination WS the results of the extended real time validation of these 4D zones will be presented. These results will be validated in flight trials next year on Fuerteventura. The second area is the HAPS flights in the high-altitude region. There is a possibility to conduct a (previously planned for 2025) flight trial of AALTO Zephyr next year.  The planned data collection and flight route will be presented during the WS.

Solution 1: iNM Space Desk – Prototype & procedure package

Solution 1 develops the Network Real-time Mission Monitoring tool (N-RMM) and its associated customized operational package as a new service for the EUROCONTROL NMOC to monitor, manage and integrate launching and re-entering space transport operations into European ATM. The project investigates planning processes, operational procedures, and contingency management on a network level and introduces tactically managed Debris Response Areas in Europe. A new working position inside the NMOC, called Space Desk, will be connected via the N-RMM tool with space operators, national and global entities like affected ANSPs, and space data providers.

Solution 3(0439 & 0558): Supersonic, Hypersonic & Sub-orbital vehicles operation – Procedure package for accommodation/integration with ATM

Solution 0439: Procedural package for the accommodation of A-to-A HTOL suborbital operations in European ATM introduces a procedural package to accommodate A-to-A Horizontal Take-Off and Landing (HTOL) suborbital operations in European ATM, establishing local-level procedures to minimise impact on conventional traffic and network performance. The solution ensures separation from traditional traffic via static and dynamic airspace segregation, including 4D operating zones, and incorporates contingency and emergency procedures to manage mission aborts and potential falling debris, promoting efficient and safe airspace utilisation.

Solution 0558: Procedural package for the integration of supersonic and hypersonic operations in European ATM introduces a procedural package to progressively integrate supersonic and hypersonic operations into European ATM, developing local-level procedures to minimise impact on conventional traffic and network performance. The solution facilitates integration into controlled airspace with increased separation during supersonic flight and addresses non-nominal situations to ensure safety, supporting a sustainable and harmonised implementation of very high-speed HAO across Europe.
