Enabling EU Military Air Mobility

EUROCONTROL is organising a Civil–Military ATM Cooperation Forum: Enabling EU Military Air Mobility, on 9 June 2026, at our Brussels HQ.

This forum comes at a pivotal moment with the European Commission 2025 Military Mobility Package placing unprecedented emphasis on the seamless cross-border movement of military assets. As a result, the way civil and military aviation stakeholders coordinate the use of European airspace and infrastructure is evolving rapidly. Stronger partnerships between States, the Network Manager and international organisations are now essential to deliver secure, practical and implementable solutions.

Purpose of the event

This forum provides a dedicated platform for senior civil and military stakeholders in European air traffic management (ATM) to:

  • explore practical solutions addressing military operational needs for effective and timely cross‑border mobility
  • support resilient and reliable ATM-CNS service provision for cross-border operations
  • strengthen interoperability between civil and military operational stakeholders,      including infrastructure interoperability, dual use and resilience dimensions.
  • share information about SESAR projects addressing civil-military cooperation.

Expected outcomes

Participants will jointly develop cooperative approaches and interoperable solutions to:

  • improve the robustness and predictability of civil–military coordination
  • support effective and timely military air mobility
  • enhance the overall capacity and resilience of the European ATM network

EUROCONTROL Showcase Summit

EUROCONTROL is organising the Showcase Summit - Smart Sustainable Skies: Boosting Sustainability in Aviation, a two-day event dedicated to accelerating sustainability in aviation. Taking place at our Brussels Headquarters on 17–18 November 2025, the summit will spotlight the latest tools, solutions and strategies to reduce aviation’s environmental and climate footprint.

This event will bring together a dynamic community of developers, researchers, industry experts, policymakers and sustainability leaders who are actively shaping the future of green aviation.

Session 1: Strategic importance of EU Military Air Mobility

This session focuses on the strategic drivers shaping EU military air mobility. Speakers will share their insights on emerging operational needs, evolving security considerations, and the growing demand for seamless cross-border military movements. They will outline key principles, policy guidance, and organisational approaches essential for strengthening Europe’s ability to conduct timely, coordinated, and effective military air mobility across national borders.

Session 2: Operational stakeholder requirements

This session brings together key operational stakeholders to examine the practical requirements for effective military cross-border operations and training. Participants will discuss critical operational needs, including military airspace user, civil–military coordination, and air navigation service provision - areas identified as essential for safely and efficiently managing military ATM needs into Europe’s increasingly complex air traffic environment.

Session 3: Harmonised solutions in support of military cross-border operations 

In this session, EUROCONTROL experts will showcase harmonised solutions, services and guidelines designed to strengthen civil–military cooperation across States and ATM stakeholders through enhanced network-level services and airspace management support.

  • Clustering of local ASM tools: supporting collaborative management of military cross-border airspace requirements 
  • Development of cross-border OAT procedures

Session 4: CNS infrastructure dual‑use and resilience

In this session, speakers will explore the civil-military challenges emerging from the evolution of CNS infrastructure and its role in enabling dual-use systems for military flights across Europe. The discussion will highlight performance-based initiatives and projects that support military operational compliance, while also presenting proposals to strengthen the resilience, reliability, and interoperability of Europe’s CNS infrastructure.
