Airspace World
EUROCONTROL is delighted to join forces again with its "Europe for Aviation" partners, consisting of eight European aviation organisations working to promote the modernisation, sustainability and resilience of a safe European aviation, at the brand new Airspace World event, which is taking place on 8-10 March 2023 in Geneva, Switzerland.
Over the course of the three-day global event, together we will showcase how, through collaboration, we can go much further in tackling the most pressing challenges facing the European aviation industry.

By 2030, when air traffic will have increased by potentially more than 20% compared to today, MUAC’s ambition is to safely handle that traffic with the same number of controllers as currently. In order to achieve this objective, automation is key. Controllers should focus on the real, challenging work, do what they are best at, and leave the routine work to the machine. In this context, MUAC’s automation strategy contains two objectives: automated decision-making and execution support in complex tactical scenarios; and a fully automated separation assurance in basic tactical scenarios. This session will showcase the key role that will be played by ATC Real Ground-breaking Operational System (ARGOS) in achieving these objectives and explain how this will work in practice.

With Opinion No 01-2023, EASA has proposed to streamline the certification of ATM/ANS equipment, paving the way for a much-needed evolution of ATM technology in Europe. The driving principle is the essential need to have a single and mutually recognised attestation of compliance of ATM/ANS equipment. This will enable a functional and efficient EU market for this equipment. The new framework also recognises the essential role and responsibility of the manufacturing industry in bringing solutions to the market that are fit for purpose and meet the required level of operational performance. The detailed specifications enabling the attestation will be produced in the coming months (Subtask 3 of the RMT.0161). These are the key to unlocking all the aimed benefits of the new framework. EASA is engaging with industry at large to develop their content and will publicly consult them in Q2 this year.

2023 started with high expectations for the UAS sector: the EC published the Drone Strategy 2.0, the new EU rules on dedicated airspace (U-space) for drones entered into force and the UAM deployment is moving forward from R&D to industrial operations. This growing market relies on robust navigation and position information, as well as precise mission planning of the involved aerial vehicles, manned and unmanned, to ensure the safety of their operations. This round table will introduce the contribution of the EU Space services to meet the needs of these users, becoming "game-changers" for the UAS sector, enabling a harmonised U-space deployment and leveraging the UAM ecosystem. The speakers will discuss the role of EU navigation systems, Galileo and EGNOS, within the provision of U-space services that will guarantee the authenticity of UAS position and the information at the origin. In addition, they will target the role of Earth Observation and Copernicus to support UAM ecosystem, flight planning and risk assessment.

Air traffic controllers (ATCOs) are at the heart of the ATM/ANS system. Since 15 years, EASA is the European regulatory in charge of the establishment of the ATCO licensing and training scheme. The Agency aims to secure the necessary update of the European ATCO licensing scheme, making use of various and wide stakeholder consultation platforms to define future policies. In this context, EASA has also established a high-level steering group to provide guidance on the related regulatory developments on a strategic level, which will also advice the Agency for the successful incorporation of a recently launched study on the ATCO fatigue into the European ATCO Training and Licensing Scheme. This session offers the opportunity to listen to and interact with some of the key stakeholders involved.

The demand for air/ground communication is steadily increasing. The increase is driven by the Airborne /Airline (AOC) communication needs of modern airframes with today’s flight efficiency requirements together with modern Air Traffic Management applications like Controller Pilot Datalink Communication. At the same time, the commonly used current air/ground link (VDL mode 2) seems to come to its capacity limitations. In Europe, the rollout of Trajectory Based Operations (TBO) has started. The new TBO flight plan, the eFPL, is already in use in the European network. The aim of this session is to provide an overview of the concepts that underpin TBO, and the evolution from the old paradigm based on a filed flight plan, which cannot be changed, and tactical ATC interventions during the flight. The session will also give an update on the joint work between the EUROCONTROL Network Manager, SESAR Deployment Manager (SDM) and SESAR 3 Joint Undertaking on the Network 4D Trajectory CONOPS, including the ATC-ATC exchanges evolution work in this context, and the latest evolutions related to FF-ICE implementation.
The concept has been developed within the framework of SESAR 2020 and the Horizon 2020 research and innovation programme.

Space operations are increasing, becoming both user of the airspace, as well as enabling the provision of enhanced services in the airspace. New portions of the airspace above current flight levels are accommodating new traffic, including commercial and military air transport operations at higher altitudes, suborbital flights, launchers, and re-entry of space objects. These new vehicles present new challenges to evolve traffic management, regulation and the services required to safely integrate the new operations with the lower airspace, as well as to manage them in the higher airspace, above FL600. This also implies new needs and requirements to the services offered by space today.
The panel will discuss the evolving needs of the airspace users and new entrants in higher altitudes, challenges to evolve space services, such as CNS, and the regulation required to embrace these new entrants, as well as the challenges of these new operations for the EU Space Programme. This panel complements the overview provided by the session on Higher Airspace Operations - Airspace World on 9 March at 13:00 in the Wing Theatre.

AF6 Initial Trajectory Information Sharing is mandated in the EU Common Project One (CP1) Regulation. To be considered as the first implementation step in Europe to move towards Trajectory Based Operations (TBO), it is necessary that airspace users, ANSPs and the Network Manager liaise and process the ADS-C/EPP data as part of ATS B2. This session will give an overview of the EU Regulatory Framework and explain the deployment approach proposed to the stakeholders through the SDP. It will also provide a vision of future ATS B2 applications currently under R&D and detail the work being done under the Operational Excellence Programme to support a harmonised implementation of an ADS-C Common Service. Finally, it will show the operational use of EPP and its operational benefits at MUAC airspace, where ADS-C/EPP has been operational since May 2022.
