FEIS stands for aviation fuel use and emission inventory system.

FEIS uses EUROCONTROL's Advanced Emission Model (AEM) to process 4D flight trajectory data, flight segment by flight segment, and estimates the fuel consumption and the masses of a long list of emissions produced in each segment. These are then aggregated to give the fuel burn and emissions per flight. The analysis is carried out for all flight data collected by EUROCONTROL.

FEIS covers all 44 member countries of the European Civil Aviation Conference (ECAC) since 2005. It assists these states in the verification of their national aviation emission inventory data, and can also be used as the primary source for their reporting to the United Nations Framework Convention on Climate Change (UNFCCC) and the UNECE Convention on Long-range Transboundary Air Pollution (CLRTAP).

FEIS is updated every year.

Background

FEIS was developed by EUROCONTROL with EU financial support, managed by the European Commission's Directorate-General for Climate Action, for the development of a system to cover EU countries.

EUROCONTROL extended FEIS in 2014 to cover all ECAC States, and provided the 2010 baseline emissions inventory for the common section of these States' action plans on CO2 emission reduction that were submitted from 2016 onwards.

EUROCONTROL also made a significant contribution to the aviation chapter of the EMEP/EEA air pollutant emission inventory guidebook 2016. This guidebook is the reference document for the generation of the national emission inventories that are submitted to the UNFCCC and CLRTAP.

In particular, EUROCONTROL provided Annexes 4 and 5 of the Aviation chapter, containing spreadsheet-based emission calculators for the landing & take-off cycle and climb-cruise-descent phases of flight for a large number of combinations of aircraft and engine type.

Access conditions

Access to the FEIS data is restricted to persons responsible for the inventory and reporting of aviation fuel used and emissions for the States covered by the system.
