The GUIDELINE dashboard has been developed to support the collective efforts in achieving the "Delivery of ATC Capacity" Network Function. In line with the new Single European Sky (SES2+) legislation, this advanced tool visualises the air navigation service provider (ANSP) commitments in accordance to the Network Operations Plan (NOP).

The dashboard provides significant performance insights and offers a forward-looking analysis of projected traffic and en-route ATFM delay performance to ANSPs. The Guideline dashboard supports ANSPs in monitoring their progress towards their agreed capacity targets and highlights when corrective actions are necessary to stay on track.

The GUIDELINE dashboard plays a crucial role in supporting the Network’s efforts to meet year-end capacity targets and reduce overall en route ATFM delay. Our combined effort should ensure a resilient and optimised network, supporting seamless and efficient air traffic operations across Europe

Configured to visualise the last fourteen days performance, the dashboard also provides a forward-looking analysis of traffic and en-route delay for the next seven days.

Additionally, it identifies area control centres (ACCs) most at risk of not meeting their agreed end-of-year capacity targets, assisting ANSPs to make data-driven decisions that enables more proactive measures to address potential performance shortfalls.

While ANSPs are responsible for managing the expected traffic demand in their airspace safely and efficiently, the GUIDELINE dashboard provides real performance insights and offers a forward-looking analysis of projected traffic and en-route ATFM delay performance.

This allows ANSPs to monitor progress towards their agreed capacity targets and  and take corrective actions when needed.

New capacity metric monitoring

The GUIDELINE dashboard introduces an innovative new capacity performance indicator (PI), developed in collaboration with the Performance Review Body (PRB), to provide a more accurate assessment of the relationship between en-route ATFM delay and traffic demand.

This new performance indicator (PI) improves capturing the complexities of traffic demand and provides a clearer picture of how ANSPs manage capacity in relation to expected throughput. It’s a vital step in refining capacity management strategies and aligning them with operational realities.

If traffic demand exceeds expectations, this page visualises the ANSPs’ ability to remain agile, adapt sector configurations, and adjust staffing levels accordingly to ensure that en-route ATFM delays remain within acceptable limits.

A low percentage of en-route ATFM delay that occurred on days when the daily throughput was greater than the expected traffic could raise concerns about capacity management.

The GUIDELINE dashboard helps drive data-driven decision-making and fosters collaboration with the EUROCONTROL Network Manager (NM) to optimise air traffic management across Europe. It also supports compliance with RP4 capacity performance indicators, reinforcing efficiency, accountability, and continuous improvement in ATC capacity delivery.
