ATM Competence & Licensing

The development of a harmonised ATCO licensing scheme was an ECAC Ministers decision.

The ATCO licensing scheme is explained and described in detail in the "European Manual of Personnel Licensing - Air Traffic Controllers", June 2004.

During the development of this manual a need was identified to develop medical requirements for ATCOs. This led to the publication of the “Requirements for European Class 3 Medical Certification of ATCOs” (Feb 2006).

An ATCO Licensing database has been developed to support the Member States.

ESARR 5 describes the regulatory requirements for ATCOs and for engineers and technical personnel (ATSEP). The European Manual of Personnel Licensing - Air Traffic Controllers (Edition 2.0) and the Requirements for European Class 3 Medical Certification of ATCOs have been assessed as means to comply with ESARR 5.

EUROCONTROL has developed the Guidelines for the Competence Assessment of ATSEP to support Member States in the application of ESARR 5 for ATSEP.

The EC Regulation laying down common requirements for the provision of Air Navigation Services replicates the ESARR 5 requirements for ATSEP. The EUROCONTROL Guidelines for the Competence Assessment of ATSEP is currently being reviewed to become a EUROCONTROL Specification to comply with this regulation and ESARR 5.

The regulation EU 805/2011 contains requirements designed to ensure the highest standards of responsibility and competence to improve the availability of ATCOs and to promote the mutual recognition of licenses.

ATCO Licensing

The training processes during the career of an ATCO are described in the European Manual of Personnel Licensing - Air Traffic Controllers. The Manual covers Initial and Unit Training, ratings and endorsements, procedures for the conduct of OJT, and the administrative procedures to be put in place to ensure that records are being maintained.

ATSEP competence

ATSEP Competence

The Guidelines for the Competence Assessment of Air Traffic Safety Electonics Personnel (ATSEP) contains information and guidance on the processes to determine ATSEP competence.

The document briefly describes ATSEP Initial and System/Equipment rating training and details assessment processes associated with this training. The document covers the assessment process for the maintenance of competence of ATSEP carrying out safety related tasks on operational systems and equipment, Continuation and Refresher Training assessment, and Development Training assessment.

The document concludes with the training and competence assessment of On-Site Training Instructors (OSTIs) and the Competence Assessor (CA).
