The SESAR programme is the European Air Traffic Management (ATM) modernisation programme. It will combine technological, economic and regulatory aspects and will use the Single European Sky (SES) legislation to synchronise the plans and actions of the different stakeholders and federate resources for the development and implementation of the required improvements throughout Europe, in both airborne and ground systems.
The SESAR ATM Target Concept describes the main areas and directions of progress to be made. The specific and detailed changes, called “Operational Improvements [OI] steps”, required to transition from today’s system have been structured in a series of evolving ATM Service Levels (0-5) and organized in three Implementation Packages depending upon the date at which the corresponding capability can become operational, Initial Operational Capability (IOC) date:
- IP1 – Implementation Package 1 (short-term: IOC dates up to 2012), covering ATM Service Levels 0 and 1
- IP2 – Implementation Package 2 (medium-term: IOC dates in the period 2013-2019), covering ATM Service Levels 2 and 3
- IP3 – Implementation Package 3 (long-term: IOC dates from 2020 onwards), covering ATM Service Level 4 and 5

A new EUROCONTROL TMA Improvements Initiative is currently being formulated and will be concentrating on the short-term possibilities - implementation by 2013. This is clearly aligned to SESAR’s IP1.
Some of the work on basic arrival management that is being conducted in the TMA2010+ Project is expected to contribute to this IP1 activity, but the main focus for the TMA2010+ Project activities is concentrated more on the IP2 timeframe.
