It is necessary to define a strategy which can promote the achievement of the aviation objectives which are necessary to meet the higher level aims expressed in the decisions by the ECAC and the Eurocontrol Committee of Management.

The strategy has to be chosen and applied to match an environment which can be characterised by the following features :
 |
- aviation is only one of a number of competing interests of varying power and influence in the competition to access the limited radio spectrum;
- the national negotiation machinery is outside the aviation community, occasionally with a hostile view of aviation, and often biased towards other interests, particularly telecommunications commercial interests ;
- the fact that very little appreciation of the use of radio, and its safety imperatives, in the operation of aircraft exists within the machinery ;
- a prevalent and preconceived view that aviation under utilises the frequencies allocated for aeronautical purposes, and uses outmoded technology ;
- that decisions made are increasingly responsive to short term commercial considerations;
- that the economic worth of the spectrum must not be overlooked, and should play an increasingly more prominent part in awarding spectrum rights between separate competing interests;
- a tendency for expediency in making allocations without sufficient evidence of existing use or compatibility with existing services ( i.e. allocation preceding studies of viability);
- that the hoarding of frequencies against some incompletely defined future need is no longer accepted by ITU Conferences as a valid procedure.

The centres of important activity preparing for the ITU WRC where a focus has to be applied are:

- National negotiations:
The aviation participants are the national civil aviation authority plus other interested aviation elements as decided by the national policy This may for example include national defence and the national air carriers, or commercial and industrial concerns. These are the principal defining discussions which result in the countries proposals to the Conference
- European co-ordination:
The CEPT co-ordination activities to develop to develop European Common Proposals, are the Agreed European component of the ITU WRC preparation process. The meetings of ETSI are also important since they are in charge of aviation standards, or satellite system standards, that may impact aviation radio systems.
- ITU-R Study Groups:
Study Groups are the technical arm of the ITU Radiocommunications sector.
- ICAO Co-ordination
The WGF of the ICAO AMCP prepares and agrees the ICAO position prior to its consultation with ICAO Member States and its subsequent approval by ICAO Council.The ICAO GNSSP also considers studies of importance for the radio spectrum requirement of GNSS systems.

- ITU
The International Telecommunications Union(ITU) - The UN Specialised Agency for Telecommunications consisting of 3 sectors - Radiocommunications, Telecommunications Standardisation, and Telecommunications Development.
- ITU Primary Members
Each ITU Member country is represented by an Administration. Only these Members are permitted to make Proposals, or to Vote . The ITU Administrative Council representatives are drawn from Administrations.
- ITU Secondary Members
Consisting of scientific and industrial companies, public and private operators, broadcasting organisations, regional and international telecommunications organisations. Secondary members can elect to subscribe to any one or all of the three ITU sectors. Their influence is chiefly applied through national policies. The regional and international bodies attend WRC as observers. At December 1966 there were 383 Members in this category.
- Specialised Agencies
All of the UN Specialised Agencies have special observer status. Invitation to attend WRC and ITU-R Study Groups is automatic where their interest is affected. ICAO and IMO often have an identical interest and good liaison.
- Regional Bodies
Regional inter governmental and regulatory bodies (e.g. CEPT,APT, CITEL etc.)are very active in the preparations and hold meetings to develop joint policies. They normally operate through administrations and do not send individual representatives. Their influence can be significant. Eurocontrol is a recognised European observer at meetings of the ITU and is invited in the work of CEPT.
- Other specialised interests
In this category are interests such as broadcasting ( EBU, ABU, etc.),radio amateurs, radio astronomers, shipping interests etc. who normally send observers to WRC. They can on occasions exert considerable pressure because of their world wide spread of representation. At conference this influence becomes apparent in Working Groups - but is seldom heard in main Committee.

Aeronautical Co-ordination Process |
Co-ordination between interested aeronautical parties is a necessary functional measure to give the widest possible exposure and to promote supporting action in the various organisations and fora . In Europe the principal interests in this WRC subject may be found in , as a minimum, the following bodies:
- Eurocontrol
- National CAAs
- ICAO: International Civil Aviation Organisation
- IATA: International Air Transport Association
- AEA: Association of European Airlines
- EC: European Commission
- NATO: North Atlantic Treaty Organisation
- ESA (satellite subjects ): European Space Agency

The more important elements in a strategy to promote the achievements of the objectives can be stated as :
 |
- a continuous monitoring of European states development of proposals, with a rapid dissemination to aviation interested parties of important inclusions. This is a prime requirement in meeting the objectives ;
- the main concentration and focus for the aviation input has to be in the policy defining negotiations in the national preparations. An aviation input to these discussions is the most critical component of any in the list of necessary actions ;
- the discussions within CEPT must be monitored, and addressed, and suitable input made on behalf of the co-ordinated European aviation position when occasion demands. The most appropriate input is that co-ordinated within the Eurocontrol SPG . After those of national negotiations, these are the second most important European discussion on WRC proposals. Suitable attendance by aviation experts is essential to present and support the aviation case;
- Obtain the support of the European Airlines and the Transport Directorate (DG7) of the EC in the discussions in these CEPT and ITU preparation for WRC
- for the discussions of ITU-R on matters which directly , or indirectly, affect the allocations made to aeronautical services, or the conditions of their use as laid down in the Radio Regulations, it is necessary to establish and input the aviation co-ordinated view.
- in respect of any issue with a world wide dimension the primary core of the aviation view should be developed by the ICAO. This includes the ICAO Position developed specifically for a WRC, plus relevant material from the ICAO RF handbook. Regional variation, and supplementing, of the ICAO position may also be necessary and are reflected in the Eurocontrol SPG manual and web site;
- at all meetings and at the Conference close contact between aviation delegates should be a target, utilising co-ordination meetings as required ;
- the programme of meetings of the Eurocontrol SPG should be arranged to track the other meetings of importance, including in particular those of the CEPT, but also those of the ITU-R, ICAO, AMCP WGF and the ICAO GNSS Pannel;
- briefing and presentation of the aviation case in a suitable form at Symposia, Workshops, meetings of other bodies, particularly bodies with a senior level or policy making content;
- maintain senior management in Aviation Authorities fully appraised at all times of important developments, or difficult problem areas, and seek their support in making high level representations through National Government avenues to promote the aviation case.
