SFCG - Spectrum & Frequency Consultation Group

Further to ECAC/MATSE 6 Conference (Transport Minister Conference of ECAC, held in 2000), a new mechanism has been established for Euyrope that led to the creation of an independent group, the SFCG Spectrum Frequency Consultation Group. This group is constituted of senior representatives from ECAC, is chaired by P. Rochat (IATA) and support is provided by EUROCONTROL.

Terms of Reference

  1. The Spectrum Frequency Consultation Group (SFCG) will provide advice to the Director General on the strategic issues relating to the improvement of aviation radio spectrum and frequency management as set out in the Permanent Commission Directive 00/58 of 13 April 2000. In doing so it will consult and co-ordinate closely with the ICAO EANPG.
  2. The SFCG will provide advice and recommendations as appropriate on:

    (a) the preparation and formulation of the Spectrum Strategy

    (b) the elaboration of the related draft Aeronautical European Common Position

    (c) related spectrum and frequency management implementation issues, including co-ordination of the respective processes.

    In doing so the SFCG will seek to develop and promote processes which improve efficiency, lower costs and avoid unnecessary duplication of effort through improved application of automation.
  3. Participants in the SFCG will be senior civil and military representatives from all ECAC States, Air Navigation Service Providers of these States, the European Commission, ICAO, JAA, European Standardisation Institutes and representative organisations of aircraft operators and of the aircraft and systems manufacturing industry. Members will be appointed by these stakeholders, will participate authoritatively and will have equal status in the work of the Group.
  4. Experts may be invited on an ad hoc basis to provide advice to the Group on particular issues.
  5. The Chairman shall be appointed by the Director General.
  6. Secretarial and administrative support will be provided by the Agency’s Communications Unit.
