This document, together with its annexes, represents the Final Report on the development of draft implementing rules on Surveillance Performance and Interoperability (SPI) and on Aircraft Identification (ACID), in response to the Mandate sent to EUROCONTROL by the European Commission on 8 March 2006.

The Final Report contains eight separate sub-documents, which are attached:
- Drafts implementing rules for SPI and ACID
- Justifications material for SPI and ACID
- Summaries of Responses for SPI and ACID
- Identifications of Means of Compliance for SPI and ACID
- EUROCONTROL proposed actions for SPI and ACID

This document was sent to the European Commission on 9 July 2010.

Mandate to assist the European Commission in the development of an interoperability implementing rule on Surveillance performance and interoperability requirements.

The initial plan describes the proposed project plan and work breakdown structure, the proposed methodology and processes and the consultation activities. It also provides an initial analysis of the mandate requirements.

The Regulatory Approach document sets out proposals and supporting rationale for the regulatory coverage of the implementing rule, which has been formed from a detailed interoperabilitys analysis and a preliminary assessment of safety and economic aspects, and implementation conditions.

All responses to a Formal Consultation are properly recorded within a separate Summary of Responses (SOR), including a summary and analysis of comments received, and the responses to each comment.
