Guidelines for Contingency Planning for Air Navigation Services |
Guidelines for Contingency Planning for Air Navigation Services have been developed by EUROCONTROL. The guidelines aim to provide information and processes to help States and ANSPs identify and decide on the contingency strategies and concept of operation best suited to meet their needs in certain circumstances.
The ‘Guidelines’ also subsume the information previously contained in the “EUROCONTROL Guidance for Design of Contingency Strategies” document. The information is intended to help ANSPs take decisions to mitigate a broad range of threats and hazards including natural disasters, security threats, software bugs, volcanic ashes and, most typically, pandemics.
The potential strategies described have been constructed on the best practices of a number of ECAC ANSPs and reflect a variety of approaches available to ANSPs in meeting their contingency needs.
The strategies include:
- co-located facilities;
- multi-use facilities;
- centralised facilities;
- ATS delegation;
- common/shared system solutions;
- hybrid models.

Another major addition is new guidance covering the economic and financial dimensions of ATM contingency. A model is presented to assist ATM contingency and business planners with a means to assess the long-term affordability and practicability of enacting the contingency strategies listed above.
The roles and responsibilities of key ATM players (e.g. State, ANSP, Airspace Users and Airports) are also described alongside the essential consultations that need to take place within the planning process.
In addition, more detailed information is included on:
- ATM contingency planning;
- operational concept;
- system engineering;
- safety, and
- security.

In addition, the guidelines provide support to ANSPs and States in the fulfilment of a new European Convergence and Implementation Plan (ECIP) objective - GEN01 - related to the implementation of ANS contingency measures for safety critical modes of operation.

The Guidelines also recognise that many States already have contingency plans in place. Therefore, as well as catering for those who wish to conceive and develop contingency plans from an immature baseline, there is also an accompanying Contingency Planning Reference Guide (RG) which is aimed at those institutions who are more familiar with the subject.
The reference guide describes the contingency planning process through a menu of checklists and graphics and, along with the main Guidelines, may be used by ANSPs and States to validate their own contingency planning processes and existing plans against the advice provided.
