This document, together with its annexes, represents the final report on the development of a draft implementing rule on Standardised European Rules of the Air, in response to the Mandate sent to EUROCONTROL by the European Commission on 24 August 2009.

The Final Report contains the following four separate sub-documents:

- Enclosure 1: Draft Implementing Rule, version 2.0;
- Enclosure 2: Summary of Responses (SoR) document, version 1.0;
- Enclosure 3: Justification Material, version 2.0;
- Enclosure 4: Proposed Maintenance Mechanism, version 1.0.

This document is the complementary EUROCONTROL initial plan proposal for Phase 2 of the development of a draft implementing rule on Standardised European Rules of the Air.

The initial plan describes the proposed project plan and work breakdown structure, the proposed methodology and processes and the consultation activities. It also provides an initial analysis of the mandate requirements.
