In May 2005, EUROCONTROL received a mandate from the European Commission to develop an Implementing Rule for Datalink Services (DLS IR). The development process included 2 rounds of formal consultation which confirmed there was full stakeholder agreement that the rule should be based on the LINK 2000+ Programme Datalink Services (ATC Clearances, ATC Communications Management and ATC Microphone Check).
The rule relies upon the ATN/VDL2 technology to ensure the minimum level of interoperability required but is also open to other technologies under specific conditions.
On 30th September 2008, the Single Sky Committee (SSC) expressed a positive opinion on the proposed legislation.
The key element of this opinion is that the dates proposed within the IR were accepted without change.
This marks the conclusion of more than 3 year’s deliberation with our Stakeholders on this subject. This was a lengthy process but it achieved a delicate balance where all parties can declare success.
On 16th January 2009 the DLS regulation was formally published in the Official Journal of the European Union.

The Summary of Responses (SOR) document was produced following the review of all received comments from the formal consultation, which took place between 5 March and 7 May 2007 (ref. DG/RU/ENPRM/07-001). The SOR contains a summary of Stakeholder comments and their associated responses by EUROCONTROL.
