Common charging scheme for Air Navigation Services

Study on the possible consequences of the introduction of the new regulation on a common charging scheme (implementing rule)

The implementing rule for a common charging scheme, within the framework of the Single European Sky initiative, has been extensively discussed in the Single Sky Committee and its sub-groups. During the summer 2006, the draft text was considered sufficiently stable to analyse its potential impacts.

EUROCONTROL has been requested by the European Commission to undertake this analysis with a view to presenting its results to the September 2006 session of the Single Sky Committee. The process is summarised in the slides below :

A workshop was held on 4 September 2006, in EUROCONTROL, Brussels, in which the results of both qualitative and quantitative analysis were presented and discussed in depth.

Work performed by EUROCONTROL under the 2004 mandate

This mandate tasked EUROCONTROL to prepare a draft for the Commission regulation on a common air navigation charges scheme for air navigation services provided to air traffic during all phases of operation (en-route, approach and aerodrome control); to carry out an impact assessment on States, Air Navigation Service Providers (ANSPs) and airspace users; to foresee the corresponding updates of the current EUROCONTROL route charges system.
EUROCONTROL has now completed its work under this mandate and has delivered its final report. The Final Report can be found in the library below.

Development of Implementing Rules on a Charging Scheme for Air Navigation Services

In the context of the Single European Sky (SES) regulation (art. 8 of the Framework Regulation) and pursuant to the Memorandum of Co-operation between the European Commission and EUROCONTROL, the European Commission intends to prepare a regulation with a view to evolving the current air navigation charges including the EUROCONTROL Route Charges system into a charging scheme encompassing all phases of flight. Therefore, the European Commission has requested the assistance of EUROCONTROL in developing Implementing Rules on a common Charging Scheme for Air Navigation Services.
This report is the Final Report. It contains two annexes :
• The Draft Implementing Rules ;
• The Impact Assessment.
