Safety enhancement cannot be left to chance! |

Safety is of paramount priority in aviation and, under the Chicago "Convention on Civil Aviation", States are required to provide safe air traffic services. The safe operation of aircraft is fundamental to Air Traffic Management (ATM), which is an essential element of the overall transport process. The continuing increase in the use of air transport means that, even if the accident rate stays the same, the number of accidents will increase. This is not admissible.
The European Civil Aviation Conference (ECAC) ATM 2000+ Strategy sets out the principles and objective for enhancing Air Traffic Management safety in Europe and decreasing the accident rate. In July 2002, as a result of a runway incursion accident and a mid-air collision, the EUROCONTROL Provisional Council decided to review ATM safety within ECAC States and proposed several actions to enhance safety.

Airspace Infringement Safety Letter n°5
Although airspace Infringements are not new, they are a source of growing concern to aviation professionals.
The analysis of 2008 incident data by EUROCONTROL
acknowledges the continuing upward trend of reported infringements, and the proportion of airspace infringements which have a significant or higher safety
impact is more than 40%.In 2008, a total of more than 2 000 incidents were reported, and it should be noted that a number of States still do not report this category of safety occurrence, so the true number is much higher.

Safety Assessment Made Easier (SAME) Part 1 - Safety Principles and an Introduction to Safety Assessment
The aim of this document is to present a clear, Complete, coherent and integrated approach to safety assessment that will meet the needs of EUROCONTROL and its Stakeholders, now and in the future.
Part 1 is aimed at a broad readership. It addresses a wide range of safety issues and explains why, in European ATM, we need to take a much broader approach to safety assessment in the face of emerging new operational concepts. Part 1 provides the foundation for Part 2 of the document.
Part 2, is aimed mainly at safety practitioners, and provides a theoretical and practical guide on how to safety assessment and develop safety assurance throughout a typical system lifecycle...

SAFREP Reports
Various bodies such as the Safety Regulation Commission and its Unit (SRC/SRU), Performance Review Commission and its Unit (PRC/PRU) and the EUROCONTROL Safety Programme for ATM (ESP) were asked to pave a way forward for the EUROCONTROL Organisation in establishing a set of Safety Key Performance Indicators (KPIs) for ATM.
The vehicle to achieve that was the SAFREP Task Force.
The EUROCONTROL Director General established a Safety Data Reporting and Data Flow Task Force (SAFREP) initially to address the priority areas of safety data reporting, legal, managerial and organisational constraints, just culture and safety data flow for European ATM. Subsequently, the SAFREP TF was requested to address the issues in establishing Safety KPIs.

HindSight Magazine n°10
I am very happy to tell you that HindSight has this year received an award for the best aviation safety publication – the Cecil Brownlow Publication Award.
This award was first presented in 1968 as the Flight Safety Foundation Publication Award and was renamed in 1988 in memory of Cecil A. Brownlow, an aviation
journalist and a former FSF editor.
It is awarded in recognition of significant contributions to aviation safety awareness. Recipients may be individuals, publications or organisations and are presented the award in recognition of consistent achievement or outstanding articles, books or works in electronic media which have been published or broadcast over a 12-month period.;;

SASI WS 3A 09 Experience Sharing on Safety Surveys
The SASI Workshop on Experience Sharing on Safety Surveys took place on the 17th and 18th of September 2009, hosted by ND/Safety (CND/ND/SS/SSH) at the EUROCONTROL HQ in Brussels, Belgium.
The workshop gathered a total of 18 participants primarily from Air Navigation Service Providers (ANSPs): Safety and Quality experts Military Air Force and internal EUROCONTROL specialists.
